Kulwa Steven Shilemba is a Partner at APT Legal and an Advocate of the High Court of Tanzania and Subordinate Courts. She specializes in civil litigation, banking and financial recovery, land disputes, employment law, and corporate compliance. She represents institutional and corporate clients in high-stakes matters, including appellate proceedings and complex commercial disputes.

Drawing on her experience at MM Attorneys, Kulwa provides practical, commercially grounded legal advice on secured transactions, employment disputes, regulatory compliance, and corporate governance.

As Partner at APT Legal, she leads litigation strategy, supervises Legal Counsel and Legal Officers, and oversees quality assurance of pleadings and court documentation to ensure procedural compliance and strategic precision in all matters handled by the firm.

She is currently expanding her professional focus toward Mining and Natural Resources transactions, as well as Digital and Technology Law, with particular interest in regulatory frameworks, transactional structuring, and emerging legal risks within these sectors.
